Russian Higher School in the Context of Globalization: Towards New Generation of Universities

A set of global challenges and associated with them risks for the higher edu-cation system and its core – classic University – is analyzed. It is shown that modernization of higher schools mainly through the formation of third generation Universities can become an efficient response to these challenges. The universities of this type combine traditional functions – teaching and scientific research – with a new mission of the universities' social engagement. In the present article the author describes the attributes of the University 3.0 and presents a survey of scientific literature on the subject. He also points out the peculiar ways of the formation of the third generation Universities in Russia as well as the problems of development of national higher education requiring a philolosophical approach.
